Energy Star® Portfolio Manager

California Assembly Bill 1103 mandates the disclosure of a building’s energy data and rating of the previous year to prospective buyers and lessees of the entire building or lenders financing the entire building. Data must be entered into ENERGY STAR® Portfolio Manager to obtain an Energy Star® score and must be professionally verified by a Professional Engineer or a licensed architect to obtain an Energy Star® Label. These regulations apply to building where all of the following apply:

  • The nonresidential building is being offered for sale or the entire building is subject to a lease with a new lessee or to new financing or refinancing.
  • The gross square footage of the nonresidential building is at least 10,000 square feet for transactions occurring on or after January 1, 2014 or 5,000 square feet for transactions occurring on or after July 1, 2016.
  • The nonresidential building is one of the following types: Assembly (A), Business (B), Educational (E), Institutional – Assisted Living (I‐1), Institutional – Nonambulatory (I‐2), Mercantile (M), Residential – Transient (R‐1) (for example, a hotel), Storage (S), Utility – Parking Garage (U)
